Describtion: The Nemunas Lowland river basin cover an area of 9,800 km2, an occupies the western part of Lithuania. Ground levels increase from 0 m, at the Baltic Coast and the Kursiu Lagoon, to 234 m at the Zemaiciu Higlands in the east. The Project Area includes 8 Districts and two Municipal areas of Klaipeda and Palanga.

A 10-year master plan for rehabilitation and extension of the water sector of Nemunas Lowland river basins exists as the outcome of a pre-feasibility study conducted by June in 2002. The master plan is designed to result the compliance with Lithuanian legislation Standards and the EC wastewater Directive 91/271 before the end of 2009. The pre-feasibility study and master plan cover settlements and near by groups of settlements with a pollution generation >2000 p.e. for at least one weak each year. The short-term projects of the master plan have become included in the Lithuanian ISPA project pipeline for years 2004-2006.

This present project comprises appraising and preparing the following short-term projects for Cohesion Fund financing.

  • Appraisal of the short-term projects included in the pre-feasibility report of Nemunas Lowland river basin master plan;
  • Preparation of water sector Feasibility study for each project town;
  • Preparation of EIA for each project;
  • Preparation Feasibility study for the institutional and organisational framework for a river basin water project management organisation;
  • Preparation ToRs for the preparation of Tender Documents for the project and for TA to the project management organisation;
  • Preparation of EU Cohesion Fund applications.
