Describtion: The main objective of this Technical Assistance contract is to build up the capacity of the EU Structural Funds administrative system to provide information, training and advisory services for potential project promoters and applicants to further develop the effective technical preparation of projects (project pipeline) ready to absorb financial assistance upon accession.
The contract consists of 3 components: 1. development of public awareness campaign, information strategy and informational packages on possibility to participate in EU Structural Funds funded programmes, and provide relevant training (component 1). This component might be either implemented by Contractor if he has the relevant capacity and experience or sub-contracted to a specialised PR organisation. 2-3. training for future consultants and project promoters in Structural Funds projects preparation and management in compliance with community rules and requirements, and help-desk assistance in relation with EIA, engineering design and feasibility studies for individual projects (component 2 and 3).

general project preparation and management (project budget planning and project financial management, project implementation and sub-contracting, public procurement, projects evaluation, monitoring and reporting),

preparation of investment projects: environmental impact assessment, cost – benefit analysis, engineering design and feasibility studies, tender documentation
