Description: Vilnius Consult is a partner in a consortium which has been retained to provide services under the new EU Framework system under LOT 2: Transport (Europeaid//119860/C/SV/multi). The objective of this Framework Contract is to provide, via individual assignments through Specific Contracts, short-term technical assistance in Transport sector to third countries benefiting from the Commission’s External aid programmes.

An assignments may cover any of the technical environmental sub-sectors:
1. Roads
2. Railways
3. Harbours and Inland water infrastructures
4. Airports and Air Traffic
5. Inter-modal infrastructures
6. Transport safety
7. Bridges
8. Border crossing infrastructures
9. Dams, hydraulic infrastructures
10. Buildings (hospitals, schools, administrative structures…)
11. Water supply and sanitation networks
12. Solid waste disposal and treatment installations
13. Telecommunication related infrastructure
14. Energy related infrastructure
15. Urban planning
16. Engineering and construction conflicts/disputes resolution

An assignments may cover following horizontal aspects:

- The entire EU project cycle (programme / project identification and preparation / formulation, assistance with implementation, preparation of Terms of Reference (services, works and supplies) and evaluation of offers (Procurement), evaluations (ex-ante, interim, ex-post etc.) and monitoring;
- Cross-sectoral policies and reforms, appraisals / studies;
- Legislation, regulations and law enforcement;
- approximation of legislation (acquis communautaire);
- Institutional building;
- training and research, awareness-raising, (incl. information and communication);
- information systems and technological issues;
- gender issues, environmental issues, HIV/AIDS issues (impact, prevention, mitigation).
